MoD partners with Constellia to revamp SME defence procurement

The Ministry of Defence (MoD) has appointed technology firm Constellia to implement the new Neutral Vendor Framework for Innovation (NVFI). The framework, developed by Commercial X, aims to revolutionise the UK’s defence procurement process by making it more accessible to innovative Small and Medium-sized Enterprises (SMEs). This alignment is expected to alleviate the significant entry barriers SMEs face, such as complex frameworks and substantial administrative burdens.

Dina Kakaras, Head of Commercial X, emphasised the importance of the NVFI framework in supporting SMEs. "The NVFI is designed to level the playing field for SMEs, allowing them unprecedented access to government contracts which were previously daunting due to their complexity and the administrative load they carry," Kakaras stated.

Victoria Cope, Commercial Director of Defence Digital at the MoD, also expressed optimism about the potential impact of the new framework. "We believe the NVFI will not only streamline the procurement process but also drive innovation within the defence sector by involving a diverse range of suppliers," Cope mentioned. "This initiative underscores our commitment to modernising defence procurement and ensuring that the most innovative solutions are accessible to us."

Rob Levene, CEO of Constellia, elaborated on the transformative potential of this framework. "Constellia is honoured to be selected for this significant role. We understand the hurdles SMEs face and aim to simplify the process, making it more transparent and more accessible," he said. Levene further added, "Our goal is to create a seamless platform where innovative suppliers can efficiently engage with the Ministry of Defence without the bureaucratic barriers that have historically hindered their participation."

The NVFI framework is positioned as a critical step towards reforming the current procurement methodologies within the UK’s defence sector. The expectation is that by lowering barriers to entry and reducing the complexity involved in securing contracts, the MoD will be able to leverage a broader array of innovative solutions.
